HealthCare Legislation
In 2003, Alderman Solis gained national
attention when he proposed an ordinance
seeking greater equality in the billing
of uninsured patients for healthcare.
In order to obtain the business of
health insurance companies, hospitals
will offer these companies discounts
that are not available to the uninsured.
Consequently, uninsured patients are
charged up to four times more than the
insurance companies for the same
services. In effect, the patients who
are least able to afford treatment pay
the most.
The ordinance that Alderman Solis
introduced enables uninsured patients to
obtain discounts similar to what
insurance companies are offered. This
has resulted in greater and equal access
to healthcare for the uninsured
population in the City of Chicago.
Influenza and Pneumococcal
Vaccination Walk-In Clinics
Alderman Solis works with the City of
Chicago’s Department of Public Health
and Department on Aging to hold
immunization clinics throughout the 25th
Ward for seniors and other adults who
wish to protect their health.
Immunization clinics have often been
held at a park, but may be offered at
health clinics or senior housing
developments. Immunizations are free of
charge.

Chicago CareVan Program
In partnership with the City of Chicago’s Department of Public
Health and
Blue Cross Blue Shield of Illinois, Alderman Solis
works to bring immunization services directly to schools, Head
Start, Child Care Centers, and community events. The CareVan
services are available to any child who is in need of
immunizations.

Lead Free & Energy Efficiently Retrofit Program
In collaboration with the City of Chicago’s Department of Public
Health, Department of Environment, and Department of Housing,
Alderman Solis has worked to support the city’s Lead and Energy
Efficiency Retrofit Program.
The program reached a major milestone when the 100th home was
completed. The home located on the 1800 block of West 21st
Place, in Pilsen, will be one of the four hundred homes in the
Chicago area to receive new windows, new drywall and paint on
the interior of the home and repairs and new paint on the porch.
In addition, the home received new insulation to the roof and a
new hot water heater.
In the last seven years, the percentage of lead in children
under the age of 6 in Pilsen has plummeted from 22% to just 4%,
which is lower than the city’s percentage. We will continue to
work until this percentage is zero.
